Whistlestop Townhomes was completed in 2000 for a total development cost of $3 million dollars. It is owned and managed by NVCH. This is a seventeen unit rental development located on just less than two acres in central Napa.
Funding was provided by a conventional loan initially issued by Bank of America and then sold to Pacific Life Insurance. The State HOME program provided additional funding as well as the County of Napa, and two other programs, the Affordable Housing Program of the Federal Home Loan Bank and the Supportive Housing Program funded by HUD. Napa Valley vintners provided much needed grants to close the financing gap.
This property provides four rental homes for persons who are homeless or about to be homeless and who are also disabled or a victim of domestic violence. The families living in these homes can live there for eighteen months and are case managed by one of our local nonprofit agencies or the county who specialize in this work. After that time period, hopefully the household has stabilized their lives and finances and can move on to permanent housing.
The other fourteen homes are permanent housing for income eligible families. The amenities include a community room, small playground, community garden and an onsite laundry facility.
